$1 bln Doubling the Capacity of Shymkent Oil Refinery

Project Description: The Shymkent Oil Refinery Expansion Project is a strategic initiative aimed at increasing the refinery’s capacity from 6 million tons to 12 million tons per year. The modernization will enhance the production of Euro-5 standard fuels, including gasoline, diesel, and aviation kerosene, meeting Kazakhstan's growing demand for high-quality petroleum products.

The project is being implemented as part of a Kazakhstan-China strategic energy partnership, involving key stakeholders:

  • KazMunayGas (KMG) – Kazakhstan’s national oil and gas company, responsible for energy sector development and overseeing major refining projects.

  • PetroKazakhstan Oil Products (PKOP) – A joint venture between KazMunayGas and China National Petroleum Corporation (CNPC), which owns and operates the Shymkent Oil Refinery.

  • China National Petroleum Corporation (CNPC) – A major investor and technology provider, contributing expertise in oil refining and infrastructure development.
